Management Team

Arthur Taulbee, Ph.D., CEO/Chief Science Officer

Dr. Taulbee has started 3 very successful Systems Integrator and Management Consulting firms. His philosophy is to add value to every client BDS has through business and technology advancements. He has designed many of the most intricate hyper-performance systems for space exploration to date and is currently on a NASA - Lockheed Martin program. He excels as a Chief Officer in corporations while delivering strong profit & near-zero loss building and leading the absolute best and highest performing teams serving our technical communities. The technologies he excels in are the Aeronautical Aircraft Designs (F35/X59), Data Management and Architectures, SLS (Space Launch  Systems), LEO (Low Earth Orbit), and Data Science, AI, ML, Advanced Algorithm support and Spacecraft LOX/LH2 propulsion systems. 

Dr. Taulbee has been key in successful Systems Integrations and Management Consulting. While performing Chief Executive Officer duties and leading large corporations’ infrastructure rebuilding, he has mastered strategic growth, market evaluations, leveraging relationships, P&L, and Cybersecurity.

A strong former military leader with driving successes for advanced technologies for Federal and Commercial business services firms with superb management and responsibilities including managing end-to-end client relationships with a focus on:

His proactive work with communities and local charities is remarkable and he leads groups to overcome poverty around the world. 

He has technically chaired advanced technological efforts to bridge and enhance the functionality of existing Data Sciences architectures and coinciding Predictive Analytics libraries to support from space launch sequences across industries to Healthcare in Oncology. 

Dr. Taulbee is an acknowledged speaker and travels the globe to present such topics as

Cybersecurity, Digital Transformations, and Corporate Leadership ethics to top Chiefs in the corporate industries.   

Dr. Taulbee earned his Ph.D. from Massachusetts Institute of Technology in Astrophysics and Subatomic Molecular Physics. His other degrees are an Executive MBA with, IPO, Finance, Management, and Operations (Sloan School of Business) and BS in Mathematics, and Physics (Astrophysics and Astronautics). He is a fellow Ph.D. from Harvard University and NASA regards his reviews of launch data and launches predictive algorithms with his orbital planning key to mission successes.

Bill Lavin – President

Entrepreneurial and driven Chief Executive, with expertise in founding companies in domestic & international marketplaces. Facilitator and builder of world-class technology management of product development teams, with specialty products, focused on eCommerce, Sales, and Marketing, & Game Applications.

  • Experience in management, sales, marketing and software development for Fortune 500 companies
  • Founded or co-founded several successful startups including TIER Technologies which had a successful IPO on the NASDAQ

At American Express, Bill headed up the development of the Gold & Platinum Year

End Summary, the marketing systems for the Optima Card, and the Card Acquisition / Worldwide Marketing Systems. Bill co-founded TIER Technologies which had a successful I PO on the NASDAQ and then became President of IGN where he led the development of one of the first Internet Casinos.

Following IGN, Mr. Lavin was President of MasterCoin whose charter was to launch one of the first eWallet systems processing over $20 million per month. Since early 2017 he has helped several cryptocurrency ventures prepare their business plans, white papers, and token sale structures.

Experienced President and CEO. Determining strategic direction, spearheading the sales and marketing efforts, and leading the internal development of several key software products. Visionary, co-founder and board member of a Bay Area consulting firm, heading the efforts to diversify and create new revenues. Instrumental in turning a start-up into a publicly-traded company on NASDAQ, having a market cap of US$72 MIL.

Randy Feldman – CDO/Chief Innovation Officer

Randy has been described by many as a visionary entrepreneur, a brilliant leader in science, technology and business endeavors. Randy founded several companies and served as partner, vice president, chief information and technology officer, inventor and other roles to support the ventures. Randy actively consults with world-leading organizations across many disciplines and has focused his efforts most recently on the challenges to global business around brand protection, authentication, and anti-counterfeiting. Over the last five (5) years, Randy has designed, architected and delivered solutions to over one hundred (100+) Life Science, Pharmaceutical and related supply chain organizations seeking to address the growing challenges in the medical device and drug supply chains around the world.

Randy serves as a Chief Enterprise Architect delivering national and global solutions in GS1 standards, state and federal regulations, including the FDA Drug Quality & Security Act (DQSA) and Unique Device Identification (UDI), and the DoD IUID Program and the NDAA Section 818 anti-counterfeiting mandate for military electronics, as well as anti-counterfeiting mobile and cloud-based applications for consumer packaged goods, retail, apparel and fashion, life science, aerospace and defense. He holds a master’s degree in Industrial Engineering from Penn State University, a Bachelor of Science in Chemical Engineering from Bucknell University and has been involved in the bar-code and RFID industries for more than 25 years. In 2011, seeing the increasing need for product authentication and anti-counterfeiting technologies, as well as for a worldwide product validation network, Mr. Feldman founded ARK Ideaz, Inc. Since 2011, Randy has been granted three patents that cover global solutions in authentication systems and methods and is actively involved in a pending blockchain application. Additionally, Randy has developed prototype mobile and enterprise applications around the patented technology.

Randy’s scientific, engineering and technical knowledge is as deep as it is diverse. He has been driven to master many disciplines and principles from his life long interest in chemistry, metallurgy, physics and all manner of information technology from the birth of the internet and personal to mainframe hi-tech and computer technologies. Randy has studied and mastered computer design and integration, systems, networks, communications, and mobile solutions. In developing a database, AI and expert systems, Randy saw the convergence of voice, video, and data as documented in his thesis back in 1988. He has held a vast array of accolades and certifications from SAP, Microsoft, IBM, HP, 3Com, Motorola, and was in the first group of eighty (80) individuals certified in Systems Integration from the Institute of Industrial Engineers in the late 1980s. Once an employee who built the SAP Global Consulting-Portal, SAP SDN, and many corporate solutions, Randy has over eighteen (18) years of SAP Enterprise Solutions experience across many industries and core solutions.

Randy has consulted to some of the leading US Government Agencies and Suppliers, including but not limited to the US Army, DoD Joint Medical Logistics, Homeland Security, Customs and Border Patrol, Northrop Grumman, Boeing, the Food and Drug Administration, and has held various security and clearance levels as required. Randy’s goal is to achieve success, honor, trust and to get the job done in every engagement, in the most optimal, intelligent and cost-effective manner.

Keith Hibbitts– CIO

Keith has spent the past 25-plus years assisting customers with their implementations of SAP software covering dozens of companies across a wide range of industries. His initial focus was in the Financials and Controlling areas of the SAP enterprise software. For the past 20 years, Keith has focused on SAP’s data warehouse offerings, BW and HANA, with a specific focus on the planning and consolidations tools offered over that time, most recently being BPC. He has provided guidance relating to best practices and process improvement to C-level personnel as well as provide assistance to individual end-users with his knowledge of data and system architecture and functional system usage.

Mr. Hibbitts has taken clearly distressed clients and reconstructed the corporate technical architecture and built a new financial driven, technically balanced organization that enhanced the clients market value and future profitability. He completed these Senior Management Consulting engagements and success stories while operating his own firm.

He received his Bachelor’s of Business Administration from Texas A&M – Corpus Christi with a focus in accounting and his Master’s of Business Administration from Southern Methodist University with a focus in corporate strategy. He holds multiple certifications and has served as President/CEO of PlanCons, LLC and PlanCons Ventures, LLC.

Stewart Draper – CISO 

Stewart Draper has been in the information security space for over 15 years. During this time he has been able to demonstrate strong business acumen whilst driving forward security strategies as a business enabler. The ability to maintain an executive presence before a board or C-suite level executives is critical to the success of a security executive, Stewart has demonstrated this in a number of roles and positions that he has maintained.

Information security requires continuous learning, new technologies, new threat types, new vulnerabilities and more complex problems to solve. Stewart has shown all of the qualities of a security leader in how he has been able to adapt to an ever-changing security environment. Stewart was responsible for one of the largest institutes “must-win battle” 3 years in a row, a challenge that spanned 120 countries and over 300 workers in size. A truly complex effort on a global scale that included endless complexities associated with privacy, legal and compliance requirements.

Stewart has successfully managed both small and large groups of employees ranging from 5 through as many as 40 workers where the task of understanding the technical requirements is just as critical as the translation of technology to business requirements. During those 15 years, Stewart has been responsible for globally impactful enterprise technology solutions with a cost as high as 50MM.

About Stewart….   He has been recognized by 2018 SC Magazine as an “Influencer of the year” award for his work in insider threat, awarded the 2018 “insider threat deployment of the year” by a security company for the program he built at a large financial institution and a subject matter expert by publishing over 10 whitepapers and security event article contributions including USA Today, Global News Wire and information security magazine.  Stewart has educated Congress members on the topic of insider threat and spoken at prestigious conferences such as RSA, CISO Summit, Gartner Security, HP Protect and many others.
